The article studies the role and approaches to strategizing post-war development of innovative activities in industrial sector. It was determined that emergence new industries supply high-tech products is an integral part qualitative technological restructuring national industry, which able lead Ukrainian economy period along vector long-term economic growth. experience developed countries, due differences supporting (highly coordinated – Germany low-coordinated Great Britain USA) characteristics institutional environment, had uneven success creating strategic industries, considered. inflexibility labor relations active promotion local innovation ecosystem with implementation a number large-scale programs such as "BioRegio" allowed strengthen position entrepreneurship field biotechnology over time. In Britain, biotechnological lack government regulation support for start-ups, has deteriorated its on world market.
